If you do not make this area as a key requirement during the Analysis stage then the simple fact is that it will cost you N times more to fix it later in the project lifecycle (obviously).
Web Security covers a large area with many facets; this can including Networking (such as L.A.M.P and other Servers), as well as Software (such as Trapping, Validating and Cleansing, etc). Every project should really have ongoing risk analysis in terms of web security throughout the project lifecycle.
